Navtam’s Monologue
1962, after Uganda’s independence, we suggested two trade proposals to the government. One, provide infant industry protection for local manufacturing to grow and two, create Export Economic Zones based on India’s sample. The first was successful, and the second failed.
In the past few years, India’s Special Economic Zones (SEZ) mainly failed; they failed to support the manufacturing industry fully, while the IT sector benefited greatly. Currently, it is a considerable setback to challenge China. A hit-and-miss!
China’s special economic zones of China succeeded due to several positive outcomes. Some of these include their resulting job creation, export increases, successful facilitation of technology transfer, significant amounts of foreign direct investment, and rapid economic growth in those regions. Disadvantages – resulted in arable land loss, inequities in development, and rampant real estate speculation, to name a few.
Upon my arrival in the UK in 1971, I explained Uganda, India, and China’s examples to the Ministry of Trade. The Enterprise zones were later introduced in 1980 by then-chancellor Geoffrey Howe and ended in 2006. Former chancellor George Osborne reintroduced the enterprise zones in 2011 to stimulate economic activity with different incentives, providing either business rate discounts or enhanced capital allowances and simplifying planning procedures, etc.
Among twelve Investment Zones, the Thames has a unique benefit of the Heathrow that supports hundreds, if not thousands, of export-related businesses, yet minor support is provided to this particular zone. Lately, Business and Trade Committee Chair Darren Jones MP said, “The government hopes that freeports and investment zones will transform regional economies, but we don’t yet have an agreement on how success should be measured.” Together, as per India’s and China’s examples, we need to move forward from this position for the trade deficit to turn into a surplus.

The event’s promoters, Bibo Services Ltd, established in 2014 and centrally located in Victoria, London, initially provided service to the independent healthcare sector. Later, it expanded services to all industries, especially in the export sector. The director, Navtam Gosai, has over 50 years of experience in trading between the UK, Europe, India and Africa. He is a member of many trade organisations, including the British Export Association, Federation of Small Businesses, Property Economical Forum of Knightsbridge, etc. Bibo Services Ltd is a part of World Trade Cabin and has other companies.
